City approves medical complex

City officials have approved a 36,000squarefoot condo complex that will house 24 medical offices on Peach Hill Road between Pinecrest School and Moorpark Presbyterian Church.

The two-story Peach Hill Medical Plaza will have 121 onsite parking spaces and may share parking facilities with the nearby Presbyterian church.

The reciprocal parking agreement would permit employees of the medical offices to use the church parking lot during the week and churchgoers to use the medical plaza parking lot on weekends and at night if needed.

The area is zoned for institutional use, which includes health providers and hospitals.

"Some people may be shocked to see a medical building up there, but it was permitted by the Carlsberg Specific Plan a long time ago," said Councilmember Keith Millhouse.

That plan, adopted in 1994, encompasses about 500 acres bounded by Spring Road to the west, the Arroyo Simi and Los Angeles Avenue to the north, the 23 Freeway to the east and Tierra Rejada Road to the south.

The plan includes areas for residential, retail/business park, school, park, institutional, nature preserve and open space uses.

The only other site designated for institutional use in the plan is occupied by Pinecrest School. Moorpark Presbyterian Church and Holy Cross Catholic Church are not within the Specific Plan boundaries.

City officials can only review aesthetic components of the plan, but they can't turn down requests that match the zoning rules established by the Carlsberg Specific Plan.
